Ms. Cary O'Connell is a Senior Lecturer for Security Governance; Civil Military Relations; and Women, Peace, and Security (WPS) within Practice & Capability at the Institute for Security Governance (ISG). Having joined the Institute in 2021, Cary served as Deputy of the Peacekeeping and Exercises (PKX) functional area prior to moving into her current role in 2024. Currently, she supports partner nations and combatant commands in improving governance and interoperability, assessing educational and advising tailored to diverse audiences and objectives aimed at tackling national security challenges.
During her tenure in PKX, she led the development and delivery of the United Nations WPS curricula, and managed and supported the delivery of over 100 peacekeeping training courses across INDOPACOM, AFRICOM and SOUTHCOM, with a specific focus on building partner trainer capability to self-sustain UN training requirements. Cary also led peacekeeping training exercises in Nepal, Mongolia, and India. She has played a vital role in facilitating acquisition and contracting procedures within her division at ISG, actively streamlining the contracting processes. Ms. O’Connell is a member of the DSCU LEAD Forward Team.
Prior to joining ISG, Cary spent 20 years as a government contractor supporting the U.S. Department of Defense’s Defense Security Cooperation Agency (DSCA) and Defense Threat Reduction Agency (DTRA); the U.S. Department of State’s Bureau on International Security and Nonproliferation; the U.S. Department of Energy’s’ National Nuclear Security Administration; and the National Laboratories on Security Cooperation associated with weapons of mass destruction (WMD) nonproliferation; border security; and trade-based money laundering around the globe. She also supported the DSCA Regional Centers in Europe, the Middle East, North Africa (MENA), and Africa. She has extensive experience working with the former Soviet Union (FSU), and around the globe. Cary spent over 10 years supporting the DTRA CTR program in nuclear weapons sites and transportation security, as well as chemical weapons demilitarization.
Ms. O’Connell earned a Master of Arts in International Affairs / U.S. Foreign Policy & Security Policy Studies, and a Bachelor of Arts in International Studies from the Middlebury Institute of International Studies at Monterey. She speaks English and Russian.
