Ivy-Ann (Ivy) Quach - Institute for Security Governance

Ms. Ivy Quach joined the Management, Operations & Administration Division (MOA) of the Institute for Security Governance (ISG) in September 2019 as a member of the Finance team.
Prior to her role at ISG, Ms. Quach was the budget officer for the 142nd Fighter Wing supporting USAFE Air Defense on a $68 million annual budget. Ms. Quach also served five years as a financial analyst for the US Army Corps of Engineers Northwestern Division, supporting a $2.3 billion budget on infrastructure funding. Ms. Quach is DoD FM Certified Level II.
In her role as the lead budget analyst for ISG, her work focused on coordinating with the Division Principal, the Defense Security Cooperation Agency (DSCA) HQ, embassies, NETSAFA, staff, and program leads on budget inquiries with policies and guidance on Title 22 and Title 10 funds. In addition to her role, she prepares, reviews, and provides budget estimate submissions (BES), develops data analysis, forecasts projections, and monitors expenditures based on a monthly obligation plan. Lastly, she leads and manages Financial Auditing Readiness (FIAR) for ISG, which involves reviewing drafts on standards of procedure, financial documentations, outlining tasks and responsibilities, and addressing any material weakness to HQ.
Ms. Quach obtained her Bachelor of Science in Business from Oregon State University and her Master of Business with a focus in Finance from Marylhurst University. She speaks Vietnamese fluently and has one son.
