Mr. Loren (Tom) Herway is a Senior Lecturer at the Institute for Security Governance (ISG). In this role, Mr. Herway teaches multinational classes on topics related to acquisition, contracting, project management, and leadership as a part of the International Defense Acquisition Resource Management (IDARM) program. Mr. Herway has supported IDARM courses as a guest lecturer on various acquisition-related topics since 2006.
Mr. Herway's previous experience includes 27 years as the Chief of Contracts at the NATO Communication and Information Agency (NCIA) in Brussels, Belgium, where he was responsible for the acquisition and implementation of satellite, radar, missile defense, air command and control, air ground surveillance, and cyber defense capabilities. Prior to his assignment to NATO, Mr. Herway spent 12 years at the Naval Air Systems Command (NAVAIR) in Arlington, Virginia, where he served as the Principal Contracting Officer for the V-22 Osprey aircraft and Chief of the Rotary-Winged Aircraft and Aircraft Engines Branch of the Combat Aircraft Contracts Division. Mr. Herway began his career as a Management Intern at the General Services Administration with rotational assignments in the Public Building Service (construction) and Federal Supply Service (GSA Multiple Awards Schedules). Upon retiring from NATO, Mr. Herway spent two years in Rome, Italy, as the Director of a large international charity organization managing 36 humanitarian projects and 22 partner relationships with other Non-Governmental Organizations dealing primarily with refugee and immigration issues.
While at NATO, Mr. Herway regularly represented the NCIA and NATO, speaking on acquisition-related topics at conferences in the majority of NATO nations. While at NAVAIR, he was requested on several occasions to address students at the Defense Acquisition University on acquisition topics with which he had direct experience and knowledge, including Multiyear Acquisition and Dual Sourcing.
Mr. Herway has a Bachelor of Arts from the University of Maryland and a Master of Arts from Brigham Young University in International Relations. He is conversational in both French and Italian. Mr. Herway and his wife, Anita, have six children.
