Mr. Robert (Rob) Timm is the Doctrine and Learning Lead in the Innovation and Learning (I&L) Division of the Institute for the Security Governance (ISG). He is responsible for providing support to ISG and Defense Security Cooperation Agency (DSCA) leadership and ISG Regional Program Leads (RPLs) in developing and publicizing institutional capacity building (ICB) planning and assessment frameworks that ensure ISG activities are fully integrated into, and support, broader US government strategic priorities. He currently leads the ISG team working with the DSCA staff to fully integrate new and innovative ICB approaches and methodologies into US Joint Doctrine and in developing curricula and other publications to assist the broader security cooperation community fully integrate ICB resources and expertise into US security cooperation plans, programs, and strategies.
Mr. Timm previously served more than 30 years in the US Army in a wide variety of policy planning, diplomatic, and international security cooperation assignments, retiring in the rank of Colonel. His assignments include tours as: Associate Professor and Chief of Staff of the Army Chair on the faculty of the National War College; Senior Defense Official/Defense Attaché, US Embassy Astana, Kazakhstan; Chief, Office of Defense Cooperation, US Embassy Kyiv, Ukraine; Eurasia Branch Chief in the Directorate of Strategy Policy and Assessments (J-5) at Headquarters, US European Command; US Liaison Officer to the Russian Separate Airborne Brigade in Bosnia; and Chief, Cooperative Threat Reduction Operations at the US Embassy in Moscow, Russia.
He holds advanced degrees in International Affairs from Columbia University, Russian Area Studies from The Harriman Institute, and Strategic Studies from the US Army War College. He is married with two children and resides in the Washington, D.C. area.
