Tom Davies is the Acting Program Manager of the Defense Governance and Management Team (DGMT). This position follows a diverse set of Defense Institution Building (DIB) experiences with the Defense Institution Reform Initiative (DIRI) as Director of Knowledge and Standards; Regional Division Chief for the Middle East, North Africa, and Eurasia; Country Project Lead for Libya; and Resource Management Subject Matter Expert.
Tom has directly contributed to the scoping, design, implementation, monitoring, and evaluation of DIB projects for countries in every region of the world and across a wide spectrum of contexts. This includes direct engagement with partners in Afghanistan, Albania, Kenya, Kosovo, Lebanon, Libya, Taiwan, and Trinidad & Tobago. He has also contributed to the integration of DIB into the Security Governance Initiative (SGI - an Interagency Presidential Initiative), the Trans-Sahara Counter Terrorism Partnership (TSCTP), the Counter Terrorism Partnership Fund (CTPF), and the Vertically Integrated Logistics Approach (VILA).
During his career as an officer in the United States Army, Tom served across a broad range of aviation and resource management assignments at the strategic, operational, and tactical levels. He served in key positions such as: Senior Advisor to the Afghan Assistant Minister of Defense for Finance, Office of the Secretary of Aviation Program Officer (development of the Afghan Ministry of Interior’s Air Interdiction Unit), a "plank holder" of the Iraqi National Counter-Terror Force Transition Team, and imbedded at Boeing's Integrated Defense Systems business unit as part of the Army’s Training With Industry Program. He also served as Budget Officer for the United States Army Special Operations Command, Comptroller and Civilian Human Resources Chief for the 20th Support Command, program officer for the Army Deputy Chief of Staff for Intelligence (G-2), Command Analyst for the 160th Special Operations Aviation Regiment, Comptroller for Joint Task Force Bravo in Honduras, Joint Readiness Training Center Attack Aviation and Air Cavalry Observer Controller, and Second Infantry Division Assistant Division Aviation Officer. He also led Air Cavalry units that deployed to Bosnia-Herzegovina and the Republic of Korea. Tom earned his BS in Economics from the University of Pennsylvania’s Wharton School of Business and MBA from Syracuse University's Army Comptrollership Program.
