Mr. Thomas (Tom) Davies is Principal of the Innovation and Learning (I&L) Division at the Institute for Security Governance (ISG). I&L is a team charged with developing a wide understanding of the value of institutional capacity building (ICB) as a means to contribute to national and regional security objectives; shaping the US Department of Defense (DoD) approach to security cooperation through frameworks, analysis, and tools that effectively integrate ICB into planning and implementation; building coherence within the field of ICB in order to effectively orient its application and effects; and improving the application and practice of ICB in order to advance outcomes and produce greater returns on investment for security cooperation.
Prior to the establishment of ISG, Mr. Davies was Program Manager of the Defense Governance and Management Team (DGMT). In this role, he provided ICB expertise and experience for DGMT and the Defense Institution Reform Initiative (DIRI) that contributed to the assessment, design, implementation, and monitoring of ICB projects across the global geographic and contextual span.
Mr. Davies previously served in the US Army across a range of aviation and resource management assignments. Highlights include: Senior Advisor to the Afghan Assistant Minister of Defense for Finance; Budget Officer for the US Army Special Operations Command; an initiating member of the Iraqi National Counter-Terror Force Transition Team; Program Officer for development of the Afghan Ministry of Interior's Air Interdiction Unit; Training with Industry at Boeing Integrated Defense Systems; Command Analyst for the 160th Special Operations Aviation Regiment; Comptroller for Joint Task Force Bravo in Honduras; Joint Readiness Training Center Attack Aviation and Air Cavalry Observer/Controller; and Assistant Division Aviation Officer for the Second Infantry Division. He also led Air Cavalry operational deployments in Bosnia-Herzegovina and the Republic of Korea.
Mr. Davies earned a BS in Economics from the University of Pennsylvania's Wharton School of Business and an MBA from Syracuse University's Army Comptrollership Program. He lives in Falls Church, Virginia, with his wife, Amy, and his five sons.
