Mr. Marshall Mantiply currently serves as the Resource Systems Management advisor to the Georgian Ministry of Defense in Tbilisi, Georgia. He has served in this position since August 2019.
Prior to entering the MoDA program, Mr. Mantiply served as Chief of Humanitarian Engagement, Stability & Humanitarian Engagement Division, Deputy Directorate for Global Policy and Partnerships, Strategy, Plans, and Policy Directorate, on the Joint Staff, the Pentagon, Washington, D.C. He advised the Chairman of the Joint Chiefs of Staff, and Director of Strategy, Plans, and Policy on global and regional matters pertaining to Department of Defense (DoD) policy on foreign disaster relief, foreign humanitarian assistance, global health engagement, and civil-military cooperation. He managed the multi- million dollar global Humanitarian and Civic Assistance program. He was instrumental in support of DoD foreign disaster responses to multiple hurricanes, typhoons, cyclones, tsunamis, earthquakes, floods, and droughts, Ebola and Zika outbreaks, as well as the needs of migrants and refugees displaced due to conflict in Syria, Iraq, Afghanistan, Yemen, Myanmar, and Venezuela. He also served as subject matter expert for four joint doctrinal publications.
Mr. Mantiply began his civilian career in July 2012, after serving over 25 years in the U.S. Air Force as a logistician and political-military planner. He served in a variety of assignments at the Joint Staff, headquarters, major command, and base levels. His previous assignments included command of three squadrons; by-name selection as an Air Mobility Command air transportation inspector; strategic planner at United States Transportation Command; and multiple deployments overseas, including Kenya and Somalia in support of Operations PROVIDE RELIEF and RESTORE HOPE. He concluded his military career in 2010, serving as the Senior Defense Official/Defense Attaché in Bamako, Mali.
Mr. Mantiply earned a B.A in political science from Louisiana Tech University, and a M.S. in international relations from Troy State University. Additionally, he is a graduate of the National Security Executive Leadership Seminar from the Department of State Foreign Service Institute, Air War College, and the Senior Transportation Executive Development Program. His awards include the Defense Meritorious Service Medal with two Oak Leaf Clusters, the Meritorious Service Medal with two Oak Leaf Clusters, the Joint Service Commendation Medal, the Air Force Commendation Medal with three Oak Leaf Clusters, the Department of State “Superior Honor Award”, and “Knight of the National Order” from the Government of Mali.
