Ms. Katrina Elledge joined the Institute for Security Governance (ISG) in February 2024 as the Europe-Eurasia Regional Program Lead (RPL) within Regional Advising. In this role, Ms. Elledge works with allies and partners in Europe and Eurasia on Institutional Capacity Building (ICB) efforts, including defense policy development and implementation planning; strategy, plans, and policy; interagency coordination; resource management; and human resource management.
Prior to joining ISG, Ms. Elledge served with the Defense Intelligence Agency for more than two decades as a senior analyst on Russia, and is a former White House National Security Council Director for Russia (June 2021-2022). During her 25 years with the Department of Defense, Ms. Elledge has excelled in numerous assignments across the U.S. Government, including serving 10 years in Europe and Russia.
Ms. Elledge has served in a senior advisory capacity with the Office of the Secretary of Defense; the Deputy Assistant Secretary of Defense for Russia, Ukraine, Eurasia; U.S. European Command; the U.S. Defense Attache Office in Moscow; Joint Staff J2; and the Office of the Director for National Intelligence, where she was the President’s Daily Briefer to the Secretary of Defense and the Undersecretary of Defense for Policy.
Ms. Elledge has a proven track-record for excellence in defense policy development, intelligence analysis, education and training, executive briefing, interagency coordination, and allied and partner engagement. Her academic achievements include an Associate Scholar designation from the University of Cambridge, a Master of Arts in War Studies from Kings College London, and a Bachelor of Arts in International Affairs from George Washington University.
