Mr. Bill Duggan joined the Institute for Security Governance (ISG) in February 2024, serving as the Qatar Country Program Lead (CPL) within Regional Advising. Mr. Duggan spearheads the efforts of a team of government and contractor subject matter experts, enhancing Qatar’s Institutional Capacity Building (ICB) and general Security Cooperation efforts.
Prior to joining ISG, Mr. Duggan served for 33 years in the U.S. Army as an enlisted infantryman, an Armor officer, and for the last 18 years – eight of which he served overseas – as a Middle East Foreign Area Officer. In his role as the Chief of the Office of Military Cooperation - Qatar, Bill advised senior Qatar Armed Forces leadership on how the U.S. could assist the partner in building institutional capacity within its Strategy and Planning Directorate and its Military Intelligence Directorate. This effort resulted in the embedding of two U.S. Ministry of Defense Advisors with Qatar’s Ministry of Defense. He also coordinated with U.S. Naval Forces Central Command and the Qatar Emiri Naval Forces to integrate the Qatar Emiri Naval Forces into the Coalition Task Force patrolling the Arabian Gulf to ensure freedom of navigation.
Bill also served as the Branch Chief for Programs and Policy in the Security Cooperation Division of the Plans, Programs and Policy Directorate within U.S. Central Command (CENTCOM). In that role, he developed policies and standard operating procedures for the implementation of the ICB Enterprise and coordinated ICB initiatives in CENTCOM area of responsibility.
In his role as the Senior Defense Official and Defense Attaché at the U.S. Embassy in Ashgabat, Turkmenistan, Bill identified training deficiencies and developed a training plan between Army Special Forces and the Turkmenistan Ministry of Defense. As the Assistant Army Attaché to the U.S. Embassy in Baghdad, Iraq, Bill served as the liaison between the U.S. Army Military Information Support Team and the Iraqi Ministry of Defense Social Media cell to develop better strategic messaging to counter ISIS messaging.
Bill earned a Master of Arts in National Security Affairs at the Naval Postgraduate School in Monterey and a Bachelor of Arts in History from Buffalo State College, Buffalo, New York. He currently lives with his wife in Seminole, Florida.
