FMS-351 Process Management and Mitigation Strategies
FMS 351 is the foundational course in the Foreign Military Sales (FMS) Expert Pathway and is a prerequisite for advanced courses FMS 352 and FMS 353. Designed for those coded as FMS experts, this is a required course for certification. The course provides a comprehensive, end-to-end examination of the FMS process—from pre-Letter of Request (LOR) engagement through final case closure. Students will explore the entire FMS lifecycle through the lens of case management, integrating legal, regulatory, financial, logistical, and stakeholder coordination considerations. Emphasis is placed on the identification and mitigation of risks that impact cost, schedule, and performance. Grounded in constructivist learning theory and delivered through problem-based learning, participants will work through realistic FMS execution challenges, developing and defending actionable strategies aligned with U.S. policy, partner requirements, and agency roles. Key topics include pre-LOR planning, LOR validation, LOA development, case execution oversight, and closure and reconciliation practices.
By the end of this course, students will be able to differentiate key decision points across the FMS lifecycle, evaluate risk factors, and apply sound judgment to improve case execution outcomes. These skills will directly enhance their ability to manage and mitigate challenges in real-world FMS environments, improving program delivery and strengthening U.S. security cooperation objectives.
