SC-370 Security Cooperation in Time of Crisis

This course addresses the challenges mid-level and seniors will face in planning, managing, and executing Security Cooperation programs in periods of international crisis. Experience demonstrates that DoD’s Security Cooperation programs that are managed in times of peace, must change considerably in periods of crisis and war. In consequence, officials must be prepared to respond quickly, but still within the corpus of US laws, policies, and regulations to meet changes in Administrations’ guidance and policies. This course examines in an unclassified setting lessons learned from DoD’s responses to supporting Ukraine and Israel with US equipment under various authorities, e.g., Title 10 and Title 22 programs, as well as Presidential Drawdown Authority. Lessons from how the enterprise responded rapidly in support of Administration policy could help inform the Security Cooperation Workforce prepare to respond to international crises in future, as well as preparing in peacetime for potential conflict scenarios.
