ATE-140 Foundations for Advising of Institutional Capacity Building (ICB)

This course is designed for foundation Department of Defense (DoD) security cooperation personnel who require and desire a basic understanding of advising for Defense Institutional Capacity Building (ICB). The course will cover strategies, methodologies, and lessons learned for strengthening the defense institutions of partner nations. Emphasis will be placed on practical application, and the integration of ICB efforts with broader defense and diplomatic objectives. This course introduces the origins, rationale, and evolution of ICB as a key part of U.S. security cooperation. ICB is about more than providing equipment or training — it’s about helping partner nations strengthen their defense institutions for long-term sustainability and accountability.
