FMS-353 Continuous Process Improvement of Foreign Military Sales (FMS)

This expert-level, asynchronous virtual instructor-led (VILT) course provides Security Cooperation (SC) professionals with the knowledge and analytical tools necessary to evaluate and drive Foreign Military Sales (FMS) process improvements. Students will not meet in a live classroom environment; instead, they will complete all lessons, activities, and assignments independently within a two-week period, with an expected total workload of approximately 6 hours. Participants will explore historical U.S. Government reform efforts, assess partner nations’ influence on the FMS process, and apply programmatic analysis to inform strategic decision-making. Through case-based learning, students will examine real-world scenarios and stakeholder perspectives on FMS reform. Activities will focus on identifying lessons learned from past initiatives, understanding how partners communicate priorities, and formulating practical recommendations to enhance FMS efficiency. This course is designed for mid-to-senior-level SC professionals who have been coded as FMS experts. By the end of the course, participants will be able to critically assess past reforms, anticipate partner concerns, and develop actionable strategies to enhance FMS effectiveness in support of U.S. and allies’ security objectives.
