Institute Operations
Ms. Angela Eccles joined the Institute for Security Governance (ISG) in February 2008 as a member of the contract support team and served in multiple roles, including Finance Manager in which she led both direct and reimbursable finance team members. In September 2022, Ms. Eccles transitioned to a government role, leading the Institute Operation Division’s Budget team. As the Budget Analyst Lead, Ms. Eccles provides direct oversight of programming, budgeting, execution, and review of the Institutes various funding sources to include one-year and multi-year accounts under multiple appropriation authorities.
Prior to joining ISG, Ms. Eccles worked as a Consulting Coordinator and Manager for a media research firm, managing media valuation projects and coordinating executive-level media and radio events. Previous experience includes five years as an Executive Assistant at the largest community-based non-profit in Santa Cruz, CA, Encompass Community Services, which provides support to over 40 programs county-wide. Here Ms. Eccles developed executive management, event planning, and logistics skills, and participated in various agency strategic planning cycles.
Over the last decade in her contracted positions at ISG, Ms. Eccles developed budgeting, financial management, logistics, and programming skills, learning to adapt and transform along with the growing needs of the Institute. Early positions included contract support and financial analysis for the Defense Institution Reform Initiative and Wales Initiative Fund, evolving over time into a Sr. Financial Analyst role for the Defense Governance and Management Team. Recent efforts include forecasting, planning, and execution of congressionally notified and appropriated International Security Cooperation Program funds in support of the Institute’s Institutional Capacity Building efforts.
Ms. Eccles is currently pursuing her Master of Public Affairs at the Truman School of Government and Public Affairs at the University of Missouri, concentrating on Public Management, and holds a Bachelor of Arts from the University of California, Berkeley in Ethnic Studies. Ms. Eccles lives in Carmel Valley, California with her husband.
