Isaac Eagan joined the Institute for Security Governance (ISG) as a Europe Regional Program Lead in April 2022. He previously served at the State Department’s Bureau for Conflict and Stabilization Operations, where he advised on security sector stabilization policy and programs around the world. He also supported the bureau’s response to Russia’s February 2022 invasion of Ukraine, including serving as acting Europe team lead.
Prior to joining the State Department, Isaac was the Chief Operating Officer of Spirit of America, a congressionally-recognized nonprofit organization that provides private assistance in support of U.S. missions overseas. Following an initial assignment in southern Afghanistan, he led the organization’s expansion around the world, developing operational frameworks and collaborating with US diplomatic, military, and development missions throughout Africa, Asia, Eastern Europe, Latin America, and the Middle East. In the European theater, he worked closely with USAREUR and EUCOM on strategic communications and other capacity building initiatives in Ukraine, as well as with SOCEUR in the Balkans, Baltics, and Caucasus.
