James Travis, PhD, joined the Cyber Capacity team at the Institute for Security Governance (ISG) in February 2022 with duties as currently the Deputy Cyber Functional Program Lead, with specific responsibilities in Management and Operations and leading Institutional Capacity Building activities in partner nations. As part of his support for both the Joint Cyber Enterprise and the Geographic Combatant Commands, Dr. Travis focuses on improving the resilience and integration of complex systems. His efforts address strategic, operational, and tactical levels of war, with a specific focus on existing capabilities and future defense needs. Dr. Travis addresses both immediate tactical benefits while moving as fast as the mission partner requires and can resource to more advanced Department of Defense information networks (DODIN) equivalent operations and Defensive Cyber Operations consistent with the National Disclosure Policy.
Prior to joining ISG, Dr. Travis spent 24 years as a United States Army Signal Officer, and 22 years as a government civilian with the Defense Information Systems Agency. Dr. Travis served overseas in South Korea, Panama, Germany, and Italy. During these 22 years with the U.S. Army, Dr. Travis served as J6 for Joint Task Force Noble Anvil, Communications Operations Officer for the National Military Command System, J3, Joint Chiefs of Staff, and numerous other roles as a Teleprocessing Operations Officer and as a Research, Development, Test and Evaluation Officer. As a government civilian, Dr. Travis served as Program Manager for multiple multi-billion-dollar programs, the Division Chief for the Cyber NetOps Solution Division with $150M annual budget, and as a strategic planner with the Joint Force Headquarters-DODIN as several other roles leading critical missions. During this period of service, Dr. Travis was detailed to the Department of Commerce to lead acquisition support for assisted acquisition to the FIRSTNET program (a $40B+ mobile broadband capability for the nation's first responders) and detailed separately to the Defense Security Cooperation Agency as a Cyber Ministry of Defense Advisor for 13 months to the Romanian Cyber Command under Chief of Mission Authority, Embassy Bucharest.
During Travis’ tenure at the Institute for Security Governance, Dr. Travis led cyber advising missions to various countries, including Panama, Romania, Kosovo, Kuwait, Morocco, Argentina, Iraq, and the Philippines. In addition, Dr. Travis led the development of 19 advising packages that provide standard approaches to capacity building with approved mission partners. Simultaneously, Dr. Travis created an integrated approach to planning for the entire Cyber Functional Practice Group to ensure that missions were effectively planned and executed within budget.
Dr. Travis earned a Doctor of Philosophy in Organization and Management (Information Technology) from Capella University, a MS in National Security Resource Strategy, and the Cyber Leader Certificate from the National Defense University. Other degrees and certifications include an MBA from Liberty University, and additional studies in Computer Science, Software Systems Engineering, and Management Information Systems. Undergraduate degree is a BS in Electrical Engineering from the United States Military Academy. Foundational military schools include the U.S. Army Ranger and Airborne Courses. Dr. Travis holds certifications in Computer Information Security Management, Teleprocessing Operations, Data Analytics, and Level III Certifications in Acquisition Management and Information Resources Management. Military awards and decorations include the Legion of Merit. As a civilian, he has received numerous cash awards for excellence.
