Dr. Ryan Moses joined the Institute for Security Governance (ISG) in May 2021 as a Senior Lecturer of Logistics Institutional Capacity Building within the Practice & Capability. He teaches and works with Partner Nations, focusing specifically on logistics from a public administration and civil-military relations perspective, and supports the Joint Logistics Enterprise and Geographic Combatant Commands with integrating logistics activities into the design, implementation, monitoring, and evaluation of Security Cooperation projects.
Dr. Moses is a former United States Army and Joint Qualified Officer, where he previously served in various leadership positions at the tactical, operational, and strategic levels during his career to include the G4, 21st Theater Sustainment Command, United States Army Europe; J4, Chief of Logistics and Ballistic Missile Defense Asset Management Division, Joint Functional Component Command – Integrated Missile Defense, United States Strategic Command; as well as Commander, Support Squadron, 11th Armored Cavalry Regiment, National Training Center. His awards and decorations include the Legion of Merit, the Bronze Star Medal, the Defense Meritorious Service Medal, the Army Meritorious Service Medal (5th Award), the Combat Action Badge, the Space Badge, the Parachute Badge, and the Parachute Rigger Badge. He is also a recipient of the Distinguished Order of Saint Martin for significant contributions made to the U.S. Army Quartermaster Corps during his former military career.
Dr. Moses previously served as an Assistant Professor of Defense Strategy, Acquisition, Resourcing, and Strategic Leadership at the Eisenhower School for National Security and Resource Strategy, National Defense University, Washington, D.C. He has written about the phenomenon of logistics outsourcing and the subsequent impact on military workforce’s ability to conduct missions (Offensive, Defensive, Stability Support) necessary to support current and future expeditionary operations across Multi-Domain Operational environments; from the New Public Management (NPM – Public Administration), Organizational Learning (OL), Organizational Knowledge Creation (OKC), and Symbolic Interactionism (SI) theoretical perspectives. His research areas of interest include Organizational Behavior, Organizational Learning, Policy Entrepreneurship, and Innovation; as related to the fields of Logistics, Public Administration, and Education.
Dr. Moses holds a Bachelor of Science degree in Political Science, a Master of Science degree in Logistics Management, a Doctor of Business Administration degree in Public Administration, a Graduate Certificate in Leadership, and the designation of Demonstrated Master Logistician from the International Society of Logistics (SOLE). He is a graduate of the Army Command and General Staff College, the Joint and Combined Warfighting School, Joint Forces Staff College, and is a graduate of the Senior Executive Fellows Program at Harvard University’s John F. Kennedy School of Government.
