Mr. Joel Kleehammer joined the Institute for Security Governance (ISG) in October 2021 as the Resident Advising Support Program Lead within the Institute Operations Division. In this position, he is responsible for leading, organizing, managing, and executing all program support aspects of the resident advising program, as well as assessing program performance and delineating problems and key issues; ensuring the alignment of national requirements and priorities with strategic resources and developing long-term program strategies, multi-year plans, budgets, and program priorities in collaboration with Defense Security Cooperation Agency (DSCA) senior/executive staff; and serving as an expert advisor and subject matter expert (SME) to leadership on issues that pertain to the resident advising and other institutional capacity building programs/policies within DSCA.
Prior to joining ISG, Mr. Kleehammer worked at DSCA. While there, he was the Division Chief for Regional Planning and Program Design for U.S. Indo-Pacific Command, a member of the Regional Planning and Program Design team for U.S. Central Command, and a Country Program Director for countries in Western and Eastern Europe, the Baltics, Central Asia, the Middle East, and the Levant.
Mr. Kleehammer retired from the U.S. Army in 2017, after 23 years of active service. During his enlisted career, Mr. Kleehammer worked as a Russian linguist. While commissioned, Mr. Kleehammer served as an Artillery Officer, deploying in support of Operation Enduring Freedom and Operation Iraqi Freedom, and as an Army Foreign Area Officer in the Former Soviet Union.
Mr. Kleehammer worked in Security Cooperation Offices in Ukraine and Tajikistan and was the Chief in Bishkek, Kyrgyzstan. He also worked for the Defense Threat Reduction Agency as the Deputy Chief of an Arms Control Inspection and Escort Team.
Mr. Kleehammer has a Master of Arts in Russian and East European Studies from Indiana University in Bloomington, Indiana, and a Bachelor of Arts in Psychology from Central State University in Wilberforce, Ohio. He lives in Monterey, California, with his wife. They have eight children and six grandchildren.
