Institute Operations
Ms. Julie Birt joined the Institute for Security Governance (ISG) in November 2021 as the Resident Advising Support Deputy Program Manager within the Institute Operations Division. She serves as an expert advisor and subject matter expert to management on issues pertaining to the Ministry of Defense Resident Advisor Program and other programs/policies within the Defense Security Cooperation Agency (DSCA) and ISG. In addition, she conducts stakeholder meetings with the Department of Defense and other agencies to ensure Resident Advisor candidates are matched to support Security Cooperation initiatives as directed and coordinates with offices reporting to the Under Secretary of Defense for Policy (USDP), Office of the Secretary of Defense Personnel and Readiness (OSD P&R), the Joint Staff (JS), combatant commanders, the Department of State (DOS), and other DOD partners to ensure resident advisors are prepared to support the security cooperation community, as well as the overall country programs.
Ms. Birt spent over 12 years of her Air Force military career in various overseas assignments as an Air Force Airfield Operations Officer and Air Traffic Controller. Her civilian assignments at Headquarters Air Force, Pentagon ranged from operations, strategy, congressional coordination, and strategic budget programming. She deployed to Hungary, Bosnia, Qatar, and twice to Afghanistan in military and civilian roles. She holds a private pilot and air traffic controller certification. She is SCWD trained at the intermediate level and has completed program and organizational management courses with Villanova University.
Ms. Birt worked with host nation personnel in various operational assignments in Japan, Korea, and Germany. She worked with civilian aviation agencies to coordinate new procedures and developed agreements in Slovakia to initiate U.S. Air Force flight training operations at Malacky Air Base. She led Partnership for Peace efforts with Lithuania during her time in Germany and prior to their acceptance into NATO. While in Bosnia, she coordinated with OSCE and Tuzla airport officials on economic development for civil aviation. While in Afghanistan, Ms. Birt coordinated with the host nation, coalition, and non-government agencies on a variety of operational development projects.
Ms. Birt holds a Master of Aeronautical Science from Embry-Riddle Aeronautical University and a Masters in Public Policy, Peace Operations from George Mason University. Ms. Birt and her family live in Fredericksburg, Virginia.
