Mr. Miguel (Mike) Castellanos joined the Institute for Security Governance in November 2023, as the Nigeria Country Program Lead (CPL). In this role, Mr. Castellanos leads, manages and orchestrates a team of government and contractor faculty/experts who directly contribute to Nigeria’s institutional capacity building and general Security Cooperation.
Prior to joining ISG, Mr. Castellanos spent 38 years in the United States Army as an Infantry and Civil Affairs officer and served nine years overseas. While at U.S. Africa Command, he served as the Deputy Director of Operations and the Deputy Director of Plans, Engagement, and Programs. He also served as the Deputy Commanding General (Somalia), for Combined Joint Task Force - Horn of Africa (CJTF-HOA).
In his role as Deputy Commanding General (Somalia) CJTF- HOA, he advised key leaders of the Federal Government of Somalia, African Union Mission in Somalia (AMISOM), United Nations, and other senior political and military leaders from partner nations, to facilitate unity of effort and influence conditions to enable the transition of security from AMISOM to Somali National Security Forces. He led the international community efforts with establishing programs and policies to advance the Somali National Army capabilities and led the development of a common approach to prioritizing the delivery of equipment, training and resources from international donors to reduce the delivery of surplus equipment. As a Civil Affairs officer, he spent two years at then, U.S. Pacific Command, and supported Operation Unified Assistance (2004 Indian Ocean earthquake and tsunami) and while assigned in Europe, supported Operation United Assistance (West Africa Ebola outbreak) as well as other Security Cooperation programs aimed to ensure regional stability. As an Infantry officer, he served in the Gulf War and Operation Restore Hope - UNISOM II in Somalia.
Mr. Castellanos holds a Master of Arts in Strategic Studies from the U.S. Army War College and a Bachelor of Arts in Industrial Arts from California State University Fresno.
