Ms. Betsie Chacko is the Europe Cyber Regional Lead within Practice & Capability at the Institute for Security Governance (ISG). She joined the Institute in July 2023 to lead its Cyber Institutional Capacity Building advisory and educational efforts with partners and allies in the EUCOM area of responsibility.
Prior to joining ISG, Ms. Chacko was with the Cybersecurity and Infrastructure Security Agency (CISA), where she served as the Associate Director for CISA International. In this role, she advanced cyber operational collaboration, built partner capacity building efforts, strengthened stakeholder engagement, and shaped the policy ecosystem. She has also served as the Senior Cyber Policy Advisor at the Office of Policy within the Department of Homeland Security (DHS), where she worked with DHS components, interagency partners, and international partners to identify and build areas of cooperation to protect critical infrastructure, combat cybercrime, respond to cyber incidents, and help strengthen the security and resiliency of the cyber ecosystem.
Ms. Chacko was with DHS for sixteen years and has worked on a variety of initiatives, from helping American parents adopt children overseas to working with federal and local leaders to be ready to respond in the event of a nuclear/biological incident. Her roles included serving as a Policy Advisor to the Assistant Secretary for Health Affairs, where she worked to strengthen pandemic and emerging infectious disease preparedness efforts within the Department. She also served as Deputy Director of the Interagency Modeling and Atmospheric Assessment Center, where she coordinated the atmospheric modeling efforts and response for the United States government.
