Ms. Samantha Turner joined the Institute for Security Governance (ISG) in November of 2023 as a Faculty Advisor focused on the policies and practical applications of the Women, Peace, and Security (WPS) agenda as well as general security governance topics for allied and partner militaries. These areas include but are not limited to: formal and informal strategies for inclusion of women in the armed forces; recruiting and retaining women in the armed forces; security sector elements of WPS National Action Plans and their implementation; women and armed conflict; gender analysis; implicit bias; leadership; organizational change; strategic communications; security sector transformation; strategic defense reviews; defense planning; civil military relations; and Executive-Legislative relations.
Before ISG, Ms. Turner served in the federal government for ten years as a civilian and political appointee. She also has served 15 years in the U.S. Army as an engineer and civil affairs officer-governance specialist and is a veteran of Operation New Dawn. She is a certified creative problem-solving facilitator and has maintained an active Project Management Professional (PMP) license for over 10 years.
Ms. Turner served in the US Agency for International Development (USAID) as a Senior Advisor on Gender and a member of the civil society and media team in the Democracy, Human Rights, and Governance (DRG) Center. During her time with USAID, she served as a humanitarian advisor on the ground in the evacuation of 35,000 Afghan, American and Canadian citizens, advising the U.S. interagency during Operation Allies Welcome on Ramstein Airbase in Germany. Ms. Turner is the U.S. Department of Defense’s first Gender Advisor and served as the Gender Advisor to the commanding General of US European Command (EUCOM) and oversaw the establishment and administration of the command’s first interagency Women, Peace, and Security program. During her time at EUCOM she also advised the Pentagon, the U.S. MILREP to NATO, the Chair of the NATO committee on Gender Perspectives, and multiple chiefs of defense (CHODs) and heads of state. A recognized expert on gender in military operations, Ms. Turner has testified at NATO HQ on the implementation of Women, Peace, and Security during NATO’s operations before the Deputies Meeting on lessons learned from Afghanistan missions. In addition, she is an internationally sought after speaker and facilitator on inclusive leadership, gender equality, and the practical implications of diversity equity and inclusion. Notably, she was a selected speaker for South by Southwest in 2020 and has run workshops for multiple heads of state and CHODs on four continents assisting allies and partners in implementing gender equality in their national and local contexts-globally.
Ms. Turner earned a Bachelor of Science in Civil Engineering from the U.S. Military Academy at West Point and a Master of Science in Civil Engineering from Missouri University of Science and Technology. She earned certificates from Stanford Graduate School of Business in Entrepreneurial Leadership, Georgetown University’s McDonough School of Business in Digital Change Management, and Massachusetts Institute of Technology in Applied Data Science and Artificial Intelligence. Ms. Turner is a term member of the Council on Foreign Relations, a non-resident fellow with the Stimson Center on protecting civilians and human security, a Truman National Security Project National Security Fellow, A German Marshall Fund Inclusive Leadership Delegate, and an Atlantik-Brücke Young Leader.
