The Institute for Security Governance (ISG) wrapped up a ten-day, senior leader seminar on Defense Decision-Making last week.  Conducted in Monterey at ISG Headquarters, 22 senior, interagency leaders from fifteen partner nations participated in the course.  The seminar centered on empowering personnel with knowledge and increased skills to be more effective decision-makers and act as change agents to enhance and enable their defense and security institutions to address evolving national security challenges.

The Institute for Security Governance (ISG) is humbled and proud to accept the Secretary of Defense Award for Excellence in Maintenance Training, Advice, and Assistance of Foreign Security Forces – Ministerial Category.  ISG is being recognized, along with our partners in the EUCOM Directorate of Policy, Strategy, Partnering, and Capabilities, for its work on Sustainment Planning with one of our important European partners.

An ISG Team supported the annual multinational peacekeeping exercise Khaan Quest 2019 from 14-28 June near the Mongolian capital of Ulaanbaatar featuring participation of more than 1,700 peacekeepers from 38 countries.

The Institute for Security Governance (ISG) International Defense Acquisition Resource Management (IDARM) program completed its fourth iteration of “Principles of Defense Acquisition and Contract Management” during 17-28 June, 2019 at the U.S. Naval Postgraduate School (NPS) in Monterey, California. 

The May 2019 iteration of the Institute for Security Governance (ISG) “Executive Program in Defense Decision Making” course saw 19 representatives from the U.S. and partner nations participate in a two week resident course hosted at ISG’s Monterey headquarters.

ISG held its annual two-week resident course entitled 'Civil-Military Coordination in Disaster Relief' in Monterey May 27 – June 7, 2019.  

ISG led a three-day workshop from 23-25 March alongside the Iraqi Counter-Terrorism Service (ICTS), where discussions centered on comprehensive security, capabilities-based planning, and the importance of readiness reporting to the overall capability-based planning process.

The Institute for Security Governance (ISG) was established by the Defense Security Cooperation Agency (DSCA) in April 2019 and is designed to augment and build upon the current security cooperation enterprise, further align Institutional Capacity Building (ICB) innovation and leadership, and maximize DSCA's capacity and flexibility to execute its mission as mandated by the United States Congress and the Secretary of Defense.

U.S. Defense Governance and Management Team DGMT experts from the Center for Civil-Military Relations CCMR facilitated an interagency workshop in Baghdad, Iraq on Wednesday, March 20. In support of and in collaboration with the Office of Security Cooperation-Iraq OSC-I, the workshop brought together Iraq’s Ministry of Defense and Ministry of Plannin

On November 29, 2018, Admiral Ihor Voronchenko, Commander of the Naval Forces of Ukraine, publicly unveiled his Strategy for Development of the Navy to 2035 during the International Maritime Security Conference held in Kyiv, Ukraine. This marked the successful culmination of sustained CCMR/DGMT support to the Ukrainian Navy Staff’s year-long effort to prepare its first-ever strategy.

SC&RE conducted a state partnership program workshop for the West Virginia National Guard (WVNG) and attending Qatari delegate from 5-7 February 2019. The seminar aimed to enhance the understanding of the WVNG of the historical and socio-political context of their partner and the unique characteristics of the Qatari Armed Forces along with other areas of cooperation

CCMR conducted a seminar for the Task Force Warriors (2-113th Infantry Battalion) of the 50th Infantry Brigade Combat Team from the 12th-13th January 2019 at the New Jersey Training Center, Sea Grit to prepare the battalion for their critical Security Force Assistance mission, to include working with military forces of partner nations and responding to crises within the Combined Joint Task Force Horn of Africa area of operation, a region that hosts the only U.S. military base, and the most number of UN peacekeeping missions.

CCMR/DGMT supported a Deputy Assistant Secretary of Defense for Western Hemisphere Affairs (DASD WHA) sponsored “Colombia Defense Institution Building Stakeholder Meeting” from 23-24 Jan 2019. The intent of the meeting was to identify opportunities and set policy priorities for ICB within U.S. security cooperation goals and the context of Colombia’s shifting security environment under new political leadership.

CCMR's Defense Governance & Management team works many institutional capacity building projects all over the world. Two of their current efforts are detailed in this article.

CCMR conducted a seminar for the Mississippi Army National Guard’s 184th Expeditionary Sustainment Command (ESC) from the 29th to the 30th of October 2018 at Camp Shelby to provide a socio-political, security and regional context for the Command’s logistics mission in the Middle East and Afghanistan.

For the past several years, there has been a cost-effective effort to maximize the training and education experience of our international counterparts through a combination of intensive classroom instruction and a visit to the local U.S. Coast Guard Station in Monterey.

CCMR recently kicked off its two-week United Nations Staff Officers Course (UNSOC) in Hanoi, Vietnam. Held 4-20 June, the course provides individuals from the region with valuable advanced education on the roles and responsibilities of United Nations peacekeeping operations.

The CCMR Maritime Security program delivered its new “Building Maritime Domain Awareness Capabilities” course to the Indonesian Naval Command and Staff College (SESKOAL), Jakarta, 29 Apr – 05 May 2018.

Dr. Cristiana Matei has been appointed to the Editorial Team of the International Journal of Intelligence and Counterintelligence, a prestigious peer-reviewed journal that provides a platform for both academics and professionals to share research on intelligence-related challenges
